Empire State Green Standard Alliance Releases Cannabis Recall White Paper and Participates in Governor’s State of the State

Albany, NY — The Empire State Green Standard Alliance (GSA), New York State’s leading cannabis consumer advocacy organization, released a comprehensive white paper titled A Comprehensive Policy Framework for When Recalls Are Necessary — and How New York State Should Execute Them. The paper outlines clear standards for cannabis recalls, emphasizing transparency, accountability, and rapid consumer notification. While recalls are a critical public-health safeguard in many regulated industries, New York’s cannabis framework lacks clear, codified recall procedures. GSA’s report offers a practical, regulator-ready blueprint to close that gap and ensure consumers are protected when products pose potential risks.

Adding to the week’s significance, Herb Barbot, Chair of the GSA and a recognized leader in regulated-industry policy, was invited to attend Governor Kathy Hochul’s State of the State address in Albany. Barbot’s presence underscores the growing recognition of consumer-focused voices in New York’s cannabis policy conversation and GSA’s role as a constructive partner in shaping the next phase of regulation.

“Legalization succeeds only if consumers trust the system,” said Barbot. “That means clear recall standards, real safeguards against illicit product entering the market, and a regulatory structure that puts public health first. GSA is focused on helping New York get those fundamentals right.”
